When you install a program under Windows it creates and install.log file that details the location of every file the program installed on your computer. This is so that if you decide to uninstall it later it can be completely removed.

The error you're getting indicates that when you installed this program no such file was created and as a result Windows doesn't know what files need to be removed. That means you're going to have to uninstall the program manually. However depending on the program this can be kind of tricky. For you average program it's a simple as going to your Program Files directory, finding the folder the program is stored in and deleting it. Some programs are more complex though.

Have you tried using the Install/Uninstall application under Control Panels?

The program comes with it's own uninstaller program, if you try to delete the program without the uninstaller you will get that error. One way to get rid of it would be to do a search of your pc with the program's name in the sarch field and delete all the files that come up in the search window. You can also reinstall the program and then try to uninstall it again.

It would really help if we knew the name of the program you're trying to get rid of. Some software doesn't come with an uninstaller. This is a good suggestion though.

Yeah, go ahead and reinstall it then uninstall it. Look for the program's uninstaller first (it should be in the same Start menu item as the program). If you don't see one use the Windows Add/Remove Programs to get rid of it.

If THAT doesn't work, you'll just have to delete the directory under your Program Files directory.
