Alright, I already went through ah heap of chatting and troubleshooting w/Dell customer service. They sent me the operating disk, when I put it in I chose to repair instead of re-loading. I would like to be able to fix my problem w/out re-installing the Operating System, but if that is necessary, no problem. I continuously get an error for McAfee Task Scheduler when I log on, then it goes away for awhile. Then sometimes I get a C+(I think) runtime error, when I try to open IE. It usually happens if there's someone else logged onto the computer. Like let's say I'm already logged on and my cousin logs on to his account and tries to access the internet it pops up or vice versa. Any help would be appreciated and thanks in advance. I have a feeling it might be a simple fix that I overlooked.

-I've already re-started in safe mode.

-I've already removed and re-installed McAfee many times.

Backup your files and reinstall the OS. Some of those "simple fixes" can be a real pain. Or if possible reinstall IE only, that might help.

Check the other accounts. I think they're User accounts and McAfee can't run something under User so it craps out. Sometimes when installing software on XP you got a screen that asks if you want to install for just the current account or all users. Check the McAfee documentation and see if you can install it for all users.

If you feel comfortable editing the registry, run regedit, do a find for the general application, delete it, and the reinstall jus the Macfee antivirus. Your OS will remain intact.
